The Russian Federation’s Central Electoral Commission has signed a framework agreement with the Organization of American States.

The move coincides with Sunday’s Russian election, in which Prime Minister Vladimir Putin has reportedly claimed victory despite allegations of violations in the voting process.

The agreement, the first of its kind between the two institutions, was signed in Moscow by Pablo Gutierrez, the head of the OAS Department for Cooperation and Electoral Observation, and Alexandr Churov, President of the Russian Electoral Commission.

It will serve as the basis for joint activities between the two agencies and involves the exchange of information and experiences on electoral processes.
