Carnival Plans New Ensenada Bay Village Destination in Baja California
Ensenada’s cruise landscape is set for a major transformation as Carnival Corporation has unveiled plans for Ensenada Bay Village, a new shoreside destination designed around the culture, landscapes and traditions of Baja California.
The project is being undertaken together with ITM Group and Hutchison Ports ECV.
It was formally presented at the Ensenada Cruise Terminal on Dec. 5, bringing together federal, state and local officials, tourism leaders and representatives from each partner organization to outline the vision behind the development.
The announcement signals a significant investment — more than $26 million — and a shared commitment to expanding Ensenada’s visitor offerings. The new destination aims to complement the existing port while introducing a mix of adventure, culinary discovery and relaxation experiences inspired by Baja’s coastal identity. The design draws from 18th-century California-style architecture, echoing the character of old towns and emphasizing the region’s connection to the sea and its sense of exploration.
Once completed after an expected 24-month construction period, Ensenada Bay Village is projected to welcome up to 9,000 visitors per day. The development is expected to create hundreds of local jobs and generate meaningful economic impact for artisans, vendors and tour operators across the region. It will also be open to guests of all cruise lines, reflecting a collaborative approach to tourism growth and destination development.
It’s part of a broader trend toward dedicated cruise destination development across the Caribbean-Mexico region.
A Destination Inspired by Baja California
The new shoreside village will bring together a broad range of experiences connected to Baja’s culture and landscapes. Plans include high-energy attractions such as zip lines, river rides and a scenic boat ride, along with the signature Dune Rally. Visitors can explore culinary elements emblematic of the region, from chocolate and tequila tastings to wine and cheese pairings that showcase the flavors of the Valle de Guadalupe. Artisan craft areas, thermal springs, wellness experiences, and a dedicated adult pool space known as Baby Beach will round out the offerings.
The destination is designed for all ages, with family-friendly spaces that highlight Baja’s natural beauty and spirit of discovery. By pairing adventure with authentic regional experiences, the partners aim to broaden Ensenada’s appeal and create a deeper connection between visitors and the local community.
The Impact
The unveiling brought together an extensive group of leaders from across Mexico, underscoring the project’s scale and importance. Representatives included senior officials from Mexico City, the State of Baja California and the city of Ensenada, along with executives from Carnival Cruise Line, ITM Group and Hutchison Ports Latin America.
Carnival Corporation, which is the market share leader in Ensenada, emphasized the project’s role in supporting the long-term growth of the region’s cruise tourism economy. With an estimated impact of more than US$120 million annually, Ensenada Bay Village is positioned to become a key economic driver, strengthening the port’s position and expanding opportunities for the surrounding community.

Christine Duffy, president of Carnival Cruise Line, said the project reflects a shared vision to create destinations that bring pride and prosperity to local communities while offering guests memorable experiences rooted in culture and authenticity.
Baja California Governor Marina del Pilar Avila Olmeda highlighted the project’s value as an investment in tourism and job creation that celebrates the natural beauty and identity of the state.
Mauricio Hamui, CEO of ITM Group, noted the partnership’s focus on elevating Mexico’s cruise destinations through sustainable and culturally grounded development, while Hutchison Ports Latin America Managing Director Jorge Magno Lecona emphasized the project’s role in expanding Ensenada’s position as a growing gateway for tourism.
