Is CARICOM ready for a strategic plan?

Regional leaders said this week that a strategic plan was among the items of consideration at the Heads of Government conference in Antigua.

The five-year strategic plan, which covers the period 2015-2019, is the product of “wide public consultation across the Caribbean Community,” CARICOM said in a statement.

The aim of the plan is to “better reposition” the community to “better secure its future in a rapidly changing environment.”

CARICOM’s critics have charged that the regional integration movement has not been sufficiently robust, pointing to more what are perceived as more successful regional integration endeavours at the sub-regional level like the Organization of American States.
