UN: Public Sector Donors in Haiti Have Disbursed $2.79 Billion Since 2010

A total of $2.79 billion in public sector pledges has been disbursed in Haiti since 2010, according to an analysis from the United Nations Office of the Special Envoy for Haiti.

That number represents a disbursement rate of 52.3 percent.

Bilateral donors have disbursed $43.8 million out of $1.73 billion (2.5 percent) of their funds from 2010 to 2012 as budgetary support, while multilateral donors to Haiti have disbursed $233.1 million out of a total of $1.06 billion (22 percent) as budgetary support.

Of a total of 55 pledge-makers, 22 have disbursed 100 percent of their pledges for 2010 to 2011.

The 55 pledge-makers pledged a total of $5.33 billion for recovery activities from 2010 to 2012. (The Special Envoy’s Office said that did not include debt relief pledges that came to a total of $993.5 million).

The $2.79 billion was disbursed through five channels: $1.94 billion in grants for the government of Haiti and to multilateral agencies, NGOs and private contractors; $281.1 million came in pooled grant funding to the UN, the Inter-American Development Bank and the World Bank through the Haiti reconstruction fund; $251.9 million was disbursed as direct budgetary support to Haiti’s government; $213.5 million was disbursed in loans to Haiti’s government and other recipients and $105.8 million was disbursed in further budgetary support for Haiti’s government via the Haiti Reconstruction Fund.

Of the latter, $25 million has been disbursed by partner entities to Haiti’s government.

The analysis does not consider funds pledged for humanitarian relief, the Office said, and is “exclusive of pledges made by privately-funded organizations.”

The numbers were based on updates from the 55 pledge-makers at the 2010 “Towards a New Future for Haiti” international donors’ conference in New York.
